A look at Michigan

In Michigan, to request a death record, there is no requirement to provide a copy of your drivers license like there is in Wisconsin.  Each Michigan county sets the fee.   There are no uncertified copies of the records.

The back of the record is what you see.  It references;

Michigan Compiled Law Section 445.65 (MCL 455.65) - An Identity Theft Protection Act

MCL 333.2894 (1)(d) - Public Health Code Prohibited Conduct

MCL 333.2894 (2) - Public Health Code Prohibited Conduct

Michigan summary:

Birth records are restricted for 100 years and a photo ID is required, but anyone can order a death or marriage record.

Note: The back (or front for that matter) of a uncertified Wisconsin record does not reference any applicable laws.  Which is why I believe that Mens rea could be used in court as a legal argument that potentially being charged with a felony for duplicating a reference copy is invalid.
